Summary of the 5th Japan-Arab Economic Forum in Tokyo: Key highlights and outcomes

DUBAI: The fifth Japan-Arab Economic Forum was held in Tokyo on July 10 and 11 hosted by the Government of Japan based on the memorandum of cooperation between the League of Arab States and Japan that was signed in 2009.

According to a joint press release, the forum was “extremely fruitful with broad participation, including ministers, government officials and businesspersons from Japan and the Arab countries.”

The Arab side was headed by Ahmed Aboul Gheit, Secretary General of the League of Arab States, and Dr. Saleh Ali Hamid Al-Kharabsheh, Jordan’s Minister of Energy and Mineral Resources, and the Arab League’s Head of the Economic and Social Council.

The Japanese side was headed by Japanese Foreign Minister KAMIKAWA Yoko and Minister Economy, Trade and Industry SAITO Ken.

Around 700 participants from a wide range of sectors from Japan and the Arab countries participated in the forum and concurrently held events, and 10 Arab participants on a Ministerial level also attended.

Through forum discussions, the two sides concurred on the importance of deepening economic relations, especially in the areas of trade, investment, energy, technology, human resources development, and new challenges such as climate change, the press release said.

During the Ministerial Conference held on the 11th, the two sides exchanged views on co-creating sustainable and resilient economic development through industrial development, cooperation on energy and economic security, high-quality infrastructure, digital transformation, addressing climate change, low-carbon energy, energy saving, sustainable development goals and resources development in addition to any other areas.

The Japanese side expressed its desire to cooperate with the public sectors and businesspersons of the Arab countries towards sustainable and resilient economic development under the theme “Japan-Arab New Horizons for Innovation and Creativity.”

According to the press release, the two sides welcomed the development of economic relations between Japan and the Arab countries including in above mentioned areas and concurred on achieving further cooperation.

The Public-Private Business and Economic Conference held on the 10th, attended by a considerable number of ministers, government officials, businesspersons, concluded on the importance of expanding and deepening mutual economic relations between the two sides, especially through stimulating investment by the Arab side for Japanese companies to diversify the economic relationship.

The two sides concurred on reviewing the status and previous efforts on their cooperation in economy and advancing the discussion with the aim of promoting and supporting cooperation in sectors such as economic diversification and cooperation for innovation, energy, climate change, green products, water, waste management, hydrogen and ammonia, as well as in the field of new technologies, telecommunications, artificial intelligence, and building resilient supply chains.

At the end of the forum, the two sides agreed to hold the 6th round of the forum in one of the Arab countries in 2026.

  • Moctar Alhousseynou Lam, Minister of Fisheries and Maritime Economy and Yahya Ahmed El Waghf, General Director of Mauritania Fish Marketing Society (former Prime Minister), the Islamic Republic of Mauritania
  • Dr. Mahmoud Abdulaziz Mahmoud Bushehri, Minister of Electricity, Water and Renewable Energy and Minister of State for Housing, the State of Kuwait
  • Albaraa Aleskandrani, Deputy Minister of Economy and Planning for International Economic Affairs, the Kingdom of Saudi Arabia
  •  Rachid Hachichi, CEO of SONATRACH, People’s Democratic Republic of Algeria
  • Shaikh Hamad Alkhalifa, Assistant Undersecretary of the Ministry of Industry and Commerce, the Kingdom of Bahrain
