Japan to step up support for green procurement by local govts

TOKYO: Japan's Environment Ministry plans to step up support for local governments to promote green procurement, or the purchases of environmentally friendly office equipment.

A ministry survey in fiscal 2019, which ended in March, showed that all prefectural governments and designated major cities across the country were acting on green procurement policies.

Meanwhile, the green procurement adoption rate came to 72.9 percent among other cities and wards, and to 30.3 percent among towns and villages.

The survey results suggested that smaller local governments were slower to adopt green procurement policies.

Considering the lack of know-how about green procurement at small local governments, the Environment Ministry plans to distribute an introduction kit that includes manuals and explanatory documents, as well as order formats for environmentally friendly products, informed sources said.

The ministry will provide a trial version of the kit to some local governments within fiscal 2020 and expand the initiative nationwide in the following year, according to the sources.

The ministry also plans to set up a consultation desk to answer inquiries about green procurement from local governments via phone or email, and to send related experts to them.
