The Japanese government asked retailers on Wednesday to price a plastic shopping bag at one yen or more, starting in July next year.

Less than one yen is not acceptable, the government said in guidelines for mandatory charges for plastic shopping bags.

The guidelines said that measures such as discounting prices and giving points to customers with their own bags, instead of charging customers for plastic bags, will not be seen as abiding by the rule.

Dry-cleaning shops and some other service-sector operators are exempt from the rule. But the guidelines called on them to take similar steps voluntarily to reduce plastic waste.
