TOKYO: Japan’s Chief Cabinet Secretary Hirokazu Matsuno on Friday voiced hopes to build momentum toward reforming the UN Security Council, following Japan’s election as a nonpermanent member of the council for an unprecedented 12th time the previous day.

“We hope to help the Security Council fulfill its intended function, by cooperating through close communication and dialogue with other countries,” he told a press conference.

“Japan aims to build up a track record (as a nonpermanent member) to give a boost to Security Council reforms including its addition as a permanent member” of the UN organ, the top Japanese government spokesman said.

Touching on Russia’s invasion of Ukraine and North Korea’s nuclear and missile development, Matsuno said that the Security Council has been “unable to function effectively” and that now is “a challenging time” for the council.

As a nonpermanent Security Council member, Japan “will work to maintain and strengthen international order based on the rule of law,” Matsuno said.

For its 12th term, Japan will serve as a nonpermanent Security Council member for two years from Jan. 1, 2023.
